Community-use measurement plan

This plan defines evidence for reach and use. It does not turn usage counts into evidence of model validity, environmental impact, or operational adoption.

What will be counted

• Reach: aggregate unique visitors, visits, referral sources, and returning-visitor rate.
• Engagement: aggregate Atlas interactions and interaction rate per visit.
• Research use: reproducible-state links and public snapshot downloads.
• Community activity: locally prepared evidence packages, then separately logged and reviewed submissions once an approved intake channel exists.

Reporting method

Report monthly and cumulative values with the Atlas version, reporting period, provider definitions, known bot/internal-traffic exclusions, and configuration changes. Preserve exported aggregate reports and event definitions so later grant applications can distinguish measured usage from estimates or claims.

Interpretation safeguards

Do not identify individuals from analytics. Do not infer a facility's operating conditions from visitors' map activity. Treat downloads and prepared evidence packages as interest or use signals, not as validated corrections, collaboration, or decision impact.
